this is one of the reports of the important Commissions of Enquiry set up by Admiral John Jervis, 1st Earl of St.Vincent to investigate fraud, corruption and other systematic abuses in the Royal Navy of the early 19th century.

The seventh report investigated the management of the Royal Naval Hospitals and the hospital ships for French prisoners at  Plymouth.
