an important Parliamentary Inquiry into the state of the Royal National Lifeboat Institution at the end of the 19th century. The Committee was convened following a series of complaints and charges over several years in regard to the general and financial management of the Institution

A very detailed enquiry, including over 800 replies to questions sent out by the committee, and a mass of first-hand evidence, established that most of the charges were unfounded, although improvements could be implemented. The committee also recommended that the Institution should remain as a voluntary organisation, privately funded, and not be taken over by the state.
